This is a very interesting "toolkit" developed by the The Bicycle Federation of Australia for The Department of Environment and Water Resources.

It explains how and why you would want to set up a bike fleet. Very interesting reading particularly in light of the new local initiatives by the Glenorchy City Council and the Royal Hobart Hospital.
